摘要:
考虑到当前政府鼓励电商扶贫采用的两种典型补贴政策——按收购量补贴和按收购价补贴,本文构建了由政府、电商和农户组成的农产品供应链模型,建立了三方之间的博弈模型,分析不同补贴政策影响三方行为决策的机制,最终提出了政府选择合理补贴政策的依据。研究发现:(1)电商和政府对于不同补贴政策的偏好具有差异性。(2)电商始终偏好于政府按收购量提供补贴。当补贴预算相对有限时,政府偏好选择按收购价补贴的政策;而当补贴预算相对宽裕时,政府可以选择任意一种补贴政策。(3)随着农户产出风险厌恶程度增大,政府会更加倾向于选择按收购价补贴的政策。研究结论能够为政府合理选择鼓励电商扶贫的补贴政策提供决策参考。
