Abstract: It is important the problems on military orders and decisions in the road traffic net that the military traffic flows in the road net are distribute under maximum concealment Using the thoughts of systems theories and the theories of maximum gray,the paper presents the military traffic flows distribution model of the maximum gray information entropy under the most concealment and the model provides a good basis for the further researching of this problems.
