Abstract: First the paper formulates product development evaluating index system of three phases product which is based on the relevant principles,with input,management,output as the second indices according to the active features of enterprise product development.Secondly the weight of every factor in determining index system was obtained through grid method and fuzzy Borda number analytical method.Finally the paper makes a comprehensive evaluation with the Delphi approach and in combination of fuzzy evaluation approach.The result of practice proves this kind of model is of science and feasibility.
