Abstract: To determine the total of staff employed in government organizations is considered as a worldwide decision problem which is of great importance and huge diffculty. In order to determine the total of staff in local government organizations of China, in this paper the authors put forward a method from a point of view of decision analysis, construct models by means of Data Envelopment Analysis and Artificial Neural Network techniques, and establish the total staff decision analysis system in computers.
