基于正交投影法的动态评价方法

Dynamic Evaluation Method Based on Vertical Projection Method

摘要: 为了更全面评价不同对象在不同时刻的总体发展水平,本文提出了基于正交投影法的动态评价方法。首先为克服传统理想解法欧式距离计算贴近度的不足,采用"垂直距离"代替"欧式距离"计算方案的贴近度,然后考虑时间因素构建动态评价模型,分别计算待评价对象在指标值差异程度和增长程度情况下的综合评价值,最后通过二次加权法将各时间段的评价值进行综合计算得出待评价方案的综合评价结果。该方法既能计算待评价对象在任意时间的评价值,又能计算其在某特定时间段内的总体评价值。最后用实例讨论了动态评价模型中偏好参数对排序结果的灵敏度证明了其稳定性,更进一步地通过与其他动态评价方法的比较,证明了其有效性。

Abstract: In order to evaluate multiple systems at different times, this paper proposes a new dynamic evaluation method. Firstly, on the basis of the traditional ideal solution, a Vertical Projection Method is proposed to measure the degree of closeness to the ideal solution by using "Vertical Distance" instead of "Euclid Distance". Then the two-dimensional data with time series data is extended to three-dimensional data to construct a dynamic evaluation method based on vertical projection method. The difference degree and the values growth degree of evaluation index values are both considered by this model. Finally, the values and sequencing results of the evaluation objects are calculated by quadratic-weighted method. The values and sequencing results of the evaluation objects at a certain time and the overall evaluation values and sequencing results of the evaluation objects at a period of time are both obtained by this method. In order to prove the stability and effectiveness of the model in this paper,this dynamic evaluation method is used to evaluate the innovation capability of eight comprehensive economic zones in China.The data on the index system for the evaluation of innovation ability comes from China statistical yearbook, China statistical yearbook on science and technology, and the website of People's Bank of China,meanwhile, the sensitivity analysis of preference parameters to the ranking results and the comparison of other dynamic evaluation methods are discussed with this examples.The research of this paper contributes to enrich the theory and application of dynamic evaluation method.
