摘要:
就业引导策略受自主就业退役士兵个人偏好、企事业单位的期望与容量、政府对安置的满意度以及匹配主体信息表达的不确定性和心理感知等因素影响,如何选择就业引导策略使系统输出最大化是优化资源配置的重要举措。为此,考虑到参与主体心理行为,构建一个概率犹豫模糊环境下以退役士兵、企事业单位、政府三方满意度最大化为目标的多属性一对多双边匹配模型,并对形成稳定结果的不同匹配引导策略进行分析。首先,从退役士兵、企事业单位、政府三方参与主体的匹配动机、匹配偏好表达和匹配过程,构建影响三方参与主体匹配满意度的指标体系;其次,为获得指标权重,提出一种新的概率犹豫模糊环境下基于WINGS的属性权重确定方法;然后,利用改进的失望理论刻画主体心理感知,构建概率犹豫模糊环境下最大化多主体整体感知满意度的双边匹配决策模型;最后,通过实证算例检验,发现影响退役士兵自主就业选择的指标依次为职业稳定性、企业凝聚力、职业危险程度等,企事业单位更注重退役士兵群体的个人特质和个人知识;不同匹配引导策略的最优匹配对存在差异,而以政府满意度为主的匹配策略最优。结合我国实践提出相关政策建议,如建立退役士兵就业协调引导机制,搭建以政府为主体的中介协调服务载体,完善退役士兵退役前的适应性培训、技能培训政策等。
