企业收益最大化下大江大河水环境治理项目组合鲁棒优化模型-以长江大保护为例

Robust optimization model of water environment treatment portfolio of big rivers for maximizing enterprise income-Taking Yangtze River Protection as an example

摘要: 随着国家生态文明建设、长江大保护等国家战略的提出,大江大河水环境治理的重要性与日俱增。大江大河水环境治理项目组合是实现生态效益、国家战略目标和企业战略目标的重要手段。与一般水环境治理不同,大江大河水环境治理项目组合的影响因素更多、更复杂,影响面更广,其生态效用和社会效益更加显著,项目组合实施所面临的不确定性干扰程度也越大,为此,如何在保证生态效益、实现国家战略的前提下,提高治理企业经济收益的稳健性是一个亟待解决的问题。在界定大江大河水环境治理项目组合鲁棒优化问题的基础上,根据大江大河水环境治理项目组合的特点,分析了大江大河水环境治理项目组合特点以及鲁棒性内涵、特征。其次,为了提升不确定环境下项目组合经济收益的稳健性,研究并构建了大江大河水环境治理项目组合鲁棒优化模型。最后,结合长江大保护九江一期项目,开展了案例分析,给出了对策建议,提出了管理启示。研究结果表明,该鲁棒优化模型能够在确保生态效用的同时,提高企业经济收益的稳健性,弥补了传统项目组合鲁棒优化模型注重考虑经济效益、较少考虑生态效用的不足。同时,管理者可以根据自身的决策偏好,实现模型鲁棒性和解的鲁棒性之间的权衡。本文的研究成果为政府部门和治理企业识别、控制、评估影响大江大河水环境治理项目组合目标的因素提供依据。

Abstract: With the proposal of national strategies such as the construction of national ecological civilization and the great protection of the Yangtze River, the importance of river water environment treatment is increasing day by day. The water environment treatment portfolio of large rivers is an important means to achieve ecological benefits, national strategic objectives and enterprise strategic objectives. Different from the general water environment treatment, the influencing factors of the water environment treatment portfolio of large rivers are more and more complex, the influence range is wider, its ecological utility and social benefits are more significant, and the degree of uncertainty and interference faced by the implementation of the portfolio is also greater. Therefore, how to improve the robustness of the economic benefits of the treatment enterprises on the premise of ensuring the ecological benefits and realizing the national strategy is an urgent problem to be solved. On the basis of defining the robust optimization problem of big rivers water environment treatment portfolio, according to the characteristics of big rivers water environment treatment portfolio, this paper analyzes the characteristics of big rivers r water environment treatment portfolio, as well as the connotation and characteristics of robustness. Secondly, in order to improve the robustness of the economic benefits of the portfolio under the uncertain environment, the robust optimization model of the portfolio of river water environment treatment is studied and constructed. Finally, combined with the Jiujiang phase I of the great protection of the Yangtze River, this paper carries out a case analysis, gives countermeasures and suggestions, and puts forward management enlightenment. The results show that the robust optimization model can not only ensure the ecological utility, but also improve the robustness of enterprise economic benefits, and make up for the deficiency of the traditional portfolio robust optimization model that pays more attention to economic benefits and less considers ecological utility. At the same time, managers can realize the trade-off between model robustness and reconciliation robustness according to their own decision preferences. The research results of this paper provide a basis for government departments and governance enterprises to identify, control and evaluate the factors affecting the portfolio objectives of river water environment governance projects.
