Research on Emergency Evacuation and Material Allocation Based on Deprivation Cost

Abstract: In the early stage of large-scale disaster relief, the untimely and uneven distribution of emergency supplies will cause the victims to have a certain negative psychological mood, affecting the efficiency of rescue. Aiming at this problem, this paper construct the absolute deprivation cost function to measure the victims due to lack of supplies the negative psychological mood, tectonic relative deprivation cost function to represent the victims mental material allocation fairness perception level, eventually to minimize the total social cost for decision making, construction of emergency evacuation of efficiency and fairness of give attention to two or more things, the location of the temporary shelter and supplies integrated optimization model, and design a kind of hybrid genetic algorithm for decoding in stages. In the example verification stage, an example was constructed based on the disaster relief scenario after "Rammasun" hit Guangdong Province to verify the effectiveness of the model and algorithm. An example shows that the proposed model and algorithm can effectively solve the problem of shelter location and material allocation considering the negative psychological emotions of victims.
